The new Health and Social Care Bill was published on 19 January 2011 and ushers in a new era of, and structures for governance of the NHS in England. In a nutshell, the new bill represents the biggest shake-up of the NHS since its inception in 1948 with most of the NHS budget being handed to GPs, through ‘GP consortia, who, as independent contractors, will be responsible for commissioning treatment and care for patients in line with guidance set by a new national NHS commissioning board.
